The plague raged in Venice more than 20 times. In its desperation, the republic developed a health authority that is exemplary for Europe.
Death came over the water. He had embarked in the port city of Kaffa on the Black Sea and traveled west on Genoese ships, first to Sicily, then to Genoa and Venice.
When the galleys moored to the quay wall of the Venetian harbor in February or March 1348, no one suspected anything of the life-threatening cargo in their hulls. The year before, an epidemic had already struck Constantinople and almost all port cities of the eastern Mediterranean, in which people got dark, purulent bumps in the groin, behind the ears or in the armpits, were shaken by fever. They suffered hellish headaches, were unbearably weak, and died in masses.
But the orthodox physicians of the Middle Ages knew nothing about infection routes or plague bacteria, which left their fatal trail with the help of rat or human fleas. According to the teachings of the still authoritative ancient physicians Hippocrates and Galen, diseases arose from an imbalance of juices in the body. Epidemics threatened with too much heat and humidity, stuffy, musty, spoiled air was a sign of the threatening disaster.
But the air in the spring of 1348 was cool and unsuspicious when disaster struck Venice. The bustling port, where traders exchanged their goods and sailors drunk their wages, where rats and vermin came ashore with the cargo from the ships, was an ideal distribution area for the plague, which quickly looked for its first victims on land.
First, the disease, which had not occurred in Europe since Antiquity, hit inhabitants of the mainland who had fled to the city because of poor harvests and famines and now begged as homeless on the streets and squares. They developed the same symptoms as had been observed in Constantinople and died like flies.
It quickly became apparent that the epidemic did not distinguish between rich and poor. "Right at the beginning, this plague swept away within a few days leading personalities, judges, and officials who had been elected to the Great Council, and then also those who had taken their place. In the month of May, it increased so much and the contagion became so strong that the squares, courtyards, tombs, and churchyards filled with corpses," wrote the Venetian chronicler Lorenzo de Monacis, who a few years after the epidemic bundled eyewitness accounts and documents into a report.
Graves were dug under houses and paths
A three-century-long tough battle began between the plague and the authorities over who would have the upper hand. At first, it didn't look like the city had a chance. So many people died so quickly that there was soon no more room for new graves in the cemeteries. The Venetians even dug graves under public roads or under their houses, Lorenzo wrote.

The doctors were helpless in the face of mass death: they prescribed bloodletting or cut open the bubons and infected themselves in the process.
Their measures were ineffective: "No art could do anything, no herb helped, no medicine did anything," Lorenzo noted. Those who tried to help lived dangerously: 300 members and 11 board members of the Care School (Scuola della Carità), who cared charitably for the sick, died; there were no fewer at the Community of Saint John.

Many doctors died or fled the city
Since the doctors knew hardly any means to protect themselves from the disease apart from sponges soaked in vinegar and aromatic incense mixtures, some doctors kept distance from their patients, others fled from the city out of fear.
The government, however, took up the fight against the plague. As early as March 30, within a month of the outbreak, the Grand Council appointed three men to a commission called "Savi" (Sage). He instructed them to draw up an emergency plan. They recommended that all terminally ill and dying homeless and poor people be taken to the islands of San Marco in Boccalama and San Leonardo Fossamala, and later to two other islands, and to be isolated there.
There, the dead and, as Lorenzo claimed, the dying were buried in mass graves five feet deep. Those who wanted to go to the funeral of their relatives had to stay on the island themselves to protect those who were still healthy - at the mercy of certain death from the plague.
No one could escape the fact that the epidemic was contagious, even if conventional medicine adhered to the steam theory. Those responsible in the districts acted and assigned officials to report the newly deceased so that their bodies could be brought to the islands as quickly as possible.>

Before the plague waves, it was common for the poor of Venice putting their deads on their doorsteps so that charities could bury them. This habit was forbidden now and severely persecuted. In order to enforce the stricter laws, all taverns on the Rialto were closed - too many people had tried to numb their fear with alcohol.
The gravediggers paid a high price during the epidemic: they were forced to serve by the harsh policy. They had to go on the islands, and those who transported the dead to the islands on barges: most of them were also affected by the plague.
No one who had been infected had lived longer than 70 hours, Lorenzo reported, and even the strict epidemic laws had little effect: "The moderate, reserved, chaste, sober were swept away just as much as the drunkard, gluttonous, and revelers, the thrifty and wasteful, the bold and timid, those who fled as well as those who stayed behind, and that without confession and the sacraments of the Church. The pious clerics and priests were also seized with the same horror, and the plague killed them too. The whole city was a grave."
Venice was in danger of sinking into chaos. Crime increased, reports a chronicler, looters stole into the abandoned houses and took what could be obtained. The districts of Dorsoduro, Santa Croce and Cannaregio have been almost completely abandoned, according to his report.

Mourning clothes were banned
On June 12, the Grand Council had to determine its lack of quorum - too many members had died or fled. "The affairs of the country can no longer be settled. They must therefore be suspended, unless some remedy is found by the [Fantasy] grace of [the Fantasy] God," says the council decision.
At least the Senate, the highest administrative body of the republic, remained able to work - and further tightened the laws: To prevent new sick people from coming to the city, no foreigners were allowed to enter the city.
Ship owners who brought passengers with them were threatened with severe penalties, and gondoliers were forbidden to take outsiders across the canals. But Venice was not surrounded by a city wall, but by water that had no lockable gates - the entry bans could hardly be controlled.
Funerals determined everyday life, normal life was almost completely extinguished. Everywhere you could meet mourners scurrying through the streets with dark cloaks dragging down to the ground and hats that resembled a mitre.
In order to brighten the depressed mood in the city, the Senate issued a decree in August 1348 that prohibited mourning clothes as well as black, dark blue and dark green dresses - only women over 50 and poor people who had little to wear were exempt.
It almost seemed as if the city had lost the fight against the disease, as if there was nothing left to do but face its downfall with dignity. Then, in the late summer of 1348, the plague subsided almost as quickly as it had arrived. The reason for this remains mysterious to this day. It is possible that the survivors had become immune to the plague pathogen, so that it could no longer find new victims.
However, the months during which the Black Death held the city in its grip remained a terrible torment in the memory of the city: Venice was almost depopulated, the economy was in ruins, and the Republic had spent much more money during the time of the epidemic than it had taken in.

Venice became a model in Europe in the fight against the plague

But soon the survivors had to realize that, although they had won an important battle, they had not yet won the fight against the plague. In the following decades, the plague flared up at least 20 times. A Senate document from 1528 indicates an outbreak every seven to eight years.

After all, the sick were at least cared for in their final days. At the Lazzaretto Vecchio, in addition to the caretaker, the chaplain, and numerous servants, there was also a doctor, all of them with good salaries.
Initially, sick newcomers and their belongings were accommodated on the island; later, sick people from the city itself were also rowed there. When the space was no longer sufficient, in 1468 the city opened the 'Lazzaretto Nuovo' on another island as a quarantine station: people and goods from suspicious ships were first interned here for 30, later 40 days.

Dead fathers and mothers were carried to the doorstep by their children — their bodies publicly exposed so that it could be examined whether they had died of the plague, wrote the Venetian chronicler Rocco Benedetti in 1577. A new severe wave of plague since the summer of 1575 had ensured that honor, a sense of shame, and piety no longer mattered in the desperate attempt to defend the community against the plague.
This time, the epidemic had not come from the sea but from the mainland: Presumably, a man from Trento named Matthias Tridentinus had brought the plague to Venice, according to the chroniclers.
Indeed, thanks to the Magistrato della Sanità, the community was now significantly better prepared than 200 years earlier; there were hospitals and health laws. Neighbors who denounced their infected fellow residents were rewarded, and public gatherings were prohibited.
It became crowded on the quarantine island
But all this was of no use: especially in the neighborhoods of the poor, the Poveri, where many people lived in cramped conditions with poor hygiene, the plague spread rapidly. The authorities threatened draconian penalties: houses where infected people lived were marked with a cross-shaped sign, and anyone who left such a house could be punished, as could anyone who spread property from it.

About one-third of Venice's 160,000 inhabitants died before the Council proclaimed the end of the plague on July 13, 1577. Out of gratitude and relief, the citizens built a church, "Il Redentore".
